Exploring Differentiated Disintegration in a Post-Brexit European Union

In the aftermath of the British referendum to leave the European Union and the European Commission's ‘White Paper on the Future of Europe’, it is not only time to take stock of the existing literature on differentiated integration, but also to rethink the perimeters of disintegration. We argue that phenomena such as Brexit embrace forms of differentiation which trigger the need for conceptualizing differentiated disintegration altogether. This article first sketches the path of the scholarly debate in a chronological way to grasp the breadth of existing literature. During 2004, four divisions of the American Physical Society commissioned a study of neutrino physics to take stock of where the field is at the moment and where it is going in the near and far future. Several working groups looked at various aspects of this vast field. The summary was published as a main report entitled ``The Neutrino Matrix'' accompanied by short 50 page versions of the report of each working group. The present paper seeks to explain how ethics and values in public policy can be result of different historical contingencies. Specifically, it explains the accomplishment of petroleum resource management in Norway. The main argument is that the success of this policy is an understanding of the ethics behind harvesting the resource rent of this non-renewable natural resource. It introduces the idea of ‘intercultural dialogue’ as a new focus and a method of governing diversity.
